2 A delegation for this issue takes precedence over a potentially existing global delegation and/or a delegation for the superior area. If you added your interest outgoing delegations will be suspended during the discussion phase, but will be active during the final voting. You can only delegate to members on your contact list. You can extend the contact list anytime in the ,,Members'' area.
