don't show the first draft of a new initiative as a new draft event in the timeline
new draft should only show changes of drafts drafts of new initiatives as they are handled by the new initiative event

1 =Delegacio pri tiu ĉi temaro=
2 Vi povas delegi vian voĉon por tiu ĉi temaro (sendenpende de via membreco en tiu ĉi temaro) al persono en via kontaktlisto. Tiu ĉi delegacio rangas antaŭ ebla ĝenerala delegacio, sed nur se vi ne mem partoprenas kaj vi ne delegis teman delegacion pri la respektiva temo. Por tema delegado bonvolu ŝanĝi al la respektiva tempaĝo. Vi povas delegi nur al membroj de via kontaktlisto. Vi povas pligrandigi la kontaktliston ĉiutempe en la sekcio „membroj“.
