add pageinator to issue view.
this "paginator" shows links to the prev/area/next issues that have the same
state then the current one. This helps a lot when inspecting new issues or voting.
The voting filter works a little bit different, as he also activtes the not_voted subfilter
because it is most likely only not voted issues are interessting to the user

2 Ĉi tie vi povas informiĝi pri eventoj en la sistemoj. Vi povas direkti per filtrilagordoj tiujn eventspecojn, kiuj montriĝu al vi. Vi povas dependigi la montron de apartaj eventspecoj de pliaj kondiĉoj. Por ekzemple montri ĉiujn temojn, kiuj antingas la staton „diskuto“ post atingo de la kvorumo da subtenantoj, vi elektas la temeventon „temo akceptita“ kaj povas ekzemple krome difini, ke tiuj eventoj nur montriĝu, se vi estas membro de la respektiva temaro.
