add initiator support in delegation
if a delegation is issued from the initiative view, the initiators
from that one are added to the delegation target list. this makes it easier to delegate to the author without the need to add him to the contact list.

1 =Delegacio pri tiu ĉi temaro=
2 Vi povas delegi vian voĉon por tiu ĉi temaro (sendenpende de via membreco en tiu ĉi temaro) al persono en via kontaktlisto. Tiu ĉi delegacio rangas antaŭ ebla ĝenerala delegacio, sed nur se vi ne mem partoprenas kaj vi ne delegis teman delegacion pri la respektiva temo. Por tema delegado bonvolu ŝanĝi al la respektiva tempaĝo. Vi povas delegi nur al membroj de via kontaktlisto. Vi povas pligrandigi la kontaktliston ĉiutempe en la sekcio „membroj“.
