Bugfixes, feature enhancements, code-cleanup, and major work on API

1 =Temo, intereso=
2 En tiu ĉi paĝo ĉiuj iniciatoj pri tiu ĉi temo estas listitaj. Ĉe vi anoncas „intereson pri la temo“, vi egaliĝas al la membroj de la supera temaro. Tuj kiam vi subentas iniciaton de tiu ĉi temo, ankaŭ via intereso anonciĝas aŭtomate. Se vi malsubtenas ĉiujn iniciatojn, via intereso tamen restas, ĝis vi revokas ĝin.
3 =Delegacio, aŭtomata konsento=
4 Delegacio pri tiu ĉi temo rangas antaŭ ebla ĝenerala delegacio kaŭ delegacio pri supera temaro. Ebla instrukcio pri aŭtomata malkonsento validas nur kaze, ke vi ne mem partoprenas la finan voĉdonon kaj ne ekzistas vere uzata delegacio. Kaze de anoncita intereso la elirantaj delegacioj estas malebligitaj dum la diskutfazo, sed validas ĉe la fina voĉdono.
5 =Diskutfazo=
6 Dum la diskutfazo (statoj „nova“ kaj „diskuto“) vi subtenu **ĉiujn** iniciatojn, kiujn vi ĝenerale (aŭ laŭ certaj kondiĉoj) konsideras konsenteblaj, kaj sugestu plibonigojn (Pli pri tio vi trovas en la paĝo de la inciatoj). Per tio vi donas ŝancon al la iniciintoj plibonigi la skizon. Dum tiu ĉi fazo vi havas ankaŭ la eblecon komenci propran (konkurantan) iniciaton pri tiu ĉi temo kaj lukti je subteno. Via subteno de iniciato dum la diskutfazo ne decidas vian agon ĉe la fina voĉdono.
7 =Fina voĉdono=
8 Iniciatoj, kiuj atingas certan kvorumon, transpreniĝas en la finan voĉdonon. Tiam vi povas meti ĉiujn iniciatojn, kiujn vi volas konsenti, en prefervicon. Ĉe aliaj iniciatoj vi povas deteni vin aŭ voĉdoni kontraŭ ilin (ĉe laste nomita ankaŭ per prefervico). Oni povas decidi nur iniciatojn, kiuj ricevas pli da jesaj ol neajn voĉojn.
10 **Grave:** Ne ekzistas kialo preferi laŭ via vidpunkto malpli ol optiman sugeston pro la plimultoproporcioj (do pro timo „fordonaci“ voĉon). La prefervoĉdono kaŭzas (simpligite), ke tuj kiam via vera favorato ne gajnas, via voĉo entute alligas al via unua anstataŭa deziro, tiam al via dua anstataŭa deziro ktp.
